I assume that you're training as part of a USA-Swimming team?

Look at the calendar. It's the end of November. You're likely pretty close to your most intense training of the season. Just be patient and keep working hard. Have faith in the system. Come championship season in the Spring, as you start to taper, you will see those seconds melt away. Make sure you tune your goals to the training cycle.

Expecting to drop 2-4 seconds 7 months from now puts you in June, which is likely at the beginning/peak of the summer season, so probably won't happen on exactly that time frame. Making your goal to drop 2-4 seconds in 4 months (around Feb. or March, when the championships seasons are for most swimmers) or again in 8 months when the summer champs. are is a more realistic goal.
